Vice President, Capital Markets

This position is responsible for directly assisting and supporting HPC’s Executive Vice President in managing all aspects of HPC’s policy development, particularly on matters pertaining to mortgage-backed securitization, capital markets, and technology and innovation in housing finance.  She or he has direct responsibilities to organize, lead, facilitate, or assist policy committees and working groups that engage with HPC members on these issues and other housing finance policy issues undertaken by HPC.  May organize and lead conference calls and meetings, undertake research and policy analysis, engage with staff and executives at member firms, other trade associations and advocacy groups, Congress, and at executive branch and regulatory agencies.  Also responsible for drafting a range of written products, from regulatory comment letters to options papers to congressional correspondence and testimony. 

 

This individual will have a minimum of 5-10 years’ experience in housing finance policy.  Experience interacting with executive management and senior leadership is required.  Knowledge of key stakeholders in housing finance, including HPC members, other trade associations, regulatory agencies, and executive branch and legislative branch officials is needed.  Technical expertise in capital markets, mortgage securitization, and basic knowledge of recent changes in mortgage technology is also required.  Graduate degree preferred. Vice President, Government Relations

This position is responsible for directly assisting and supporting HPC’s Senior Vice President for Public Affairs in managing all aspects of HPC’s public affairs activities.  She or he has direct responsibilities to organize, lead, facilitate, or assist in HPC’s lobbying and related advocacy work with congressional and executive branch officials on the full spectrum of policy issues undertaken by HPC.  May develop legislative strategy, gather and assess political intelligence, organize and lead conference calls and meetings, and engage with staff and executives at member firms, other trade associations and advocacy groups, Congress, and at executive branch and regulatory agencies.  Is also responsible for persuasively advancing HPC’s policy positions and enhancing the integrity and clarity of HPC’s policy views end expertise with stakeholders. 

 

This individual will have a minimum of 5-10 years’ experience in government relations, lobbying and/or housing finance policy.   Experience interacting with executive management and senior leadership is required.  Knowledge of key stakeholders in housing finance, including HPC members, other trade associations, regulatory agencies, and executive branch and legislative officials is needed.  Direct work on Capitol Hill or with one or more federal executive agency or department in government affairs or policy work is required.  Graduate degree preferred.  Occasional business travel.  The full position description for this role is available upon request. 

Senior Vice President for Public Affairs

This position is responsible for setting the strategic direction for HPC’s public affairs, advocacy, education, and communications activities and is HPC’s official spokesperson.  This position works with the HPC President and Executive Vice President in developing the strategic framework for these activities and is responsible for the implementation of this strategy.  As head of Public Affairs, she or he exercises executive level authority over all message development and communications and coordinates communication and advocacy efforts of the Government Relations and Policy staffs.  Manages media relations, HPC’s website and social media outlets, and ensures HPC’s advocacy activities and coordination with other stakeholder groups follows a consistent and clear messaging strategy.  Also contributes to HPC’s policy development and Member outreach.

 

This individual will have a minimum of 10-15 years’ experience in public affairs, communications, and government relations and/or significant demonstrated experience advocating on public policy issues for trade associations or other public affairs organizations.  Will have strong experience in communicating via multiple platforms (public speaking, social media, etc.).   Extensive knowledge of the legislative process, operations of Congress, key committees of jurisdiction and relevant Executive Branch Departments, offices, and regulatory agencies is required.   This individual will have an understanding of the mortgage finance system and the government’s role in oversight of that system.  Basic knowledge of HPC member companies and mortgage industry sectors is required.  Prior management experience in government or relevant trade or industry group is highly desirable. Knowledge of the housing finance system or housing finance policy issues is highly desirable.  Graduate degree preferred.  Occasional business travel.  The full position description for this role is available upon request.
